Introduction to the Division of Drinking Water
Mission Statement
Cooperatively work with drinking water professionals and the public to ensure a safe and reliable supply of drinking water.

Administrative Services Section
- Implement the Drinking Water Source Protection program
- Purchasing, budgeting, contracting, and other financial areas
- Clerical, travel, reception, and general secretarial issues
- Division's electronic document system and overall records management
- Drinking Water Board support functions
Engineering Section
- Review and approve design and construction of drinking water sources and facilities
- Issue plan approvals and operating permits for drinking water projects
- Conduct construction inspection to ensure compliance with approved design
- Performs sanitary surveys of water systems and water treatment plants
- Evaluate capacity and performance of public drinking water systems
- Provide technical assistance regarding regulations and engineering issues
- Implement the well grout witness program
Construction Assistance Section
- In addition to Engineering Section duties…
- Administer financial assistance programs:
- Federal Drinking Water State Revolving Fund (DWSRF) program
- Utah State SRF program
- Special Appropriation Act Projects (SAAP) programs
- Give an average of $24,000,000 per year in SRF grants and low interest loans to community water systems to help pay for construction of drinking water infrastructure
Field Services Section
- Implement Operator Certification of drinking water Treatment and Distribution operators
- Responsible for the Division's emergency response plan
- Help water systems put an emergency response plan together, including water security and field response to emergencies involving water systems.
- Implement the sanitary survey program
- Provide technical assistance to help water systems comply with Utah Drinking Water Rules.
- Provide training and technical assistance regarding the Cross Connection Control program.
Rules Section
- Track public drinking water systems’ compliance status with Utah Drinking Water Rules
- Develop and update quality and monitoring rules
- Provide rules training and out reach to water system operators and managers
- Consult with water systems on specific problems, questions, and concerns
- Initiate appropriate enforcement actions
- Ensure Utah’s compliance with federal requirements
- Maintain and manage the drinking water quality data and the SDWIS (State Drinking Water Information System) database
